Be picky, but also contribute to the conversation and click on links that others tweet so it isn't such a one-way street. I think that everyone has to find the best way that twitter will work for them. I don't buy a one-size-fits all strategy. Now if you tweet your links and never engage or talk a little bit more about it, then maybe you should start. It's fine to have a ratio, but it's better to let instinct guide you. In fact I find some of the most interesting and useful websites from my Tweeple. Like you, I don't want to follow someone who only tweets links.
